FATF Removes Four Jurisdictions From Gray List and Updates High-Risk Jurisdiction Statements

FATF removed Bulgaria, Côte d’Ivoire, the Democratic Republic of the Congo and Monaco from its list of jurisdictions under increased monitoring (gray list) on October 30, 2026, following successful on-site visits and completion of their action plans. North Korea, Iran and Myanmar remain on the list of high-risk jurisdictions subject to a call for action (black list), with the updated Iran statement calling for changes to its terrorist-financing offence and targeted financial sanctions framework. FATF reaffirmed calls for countermeasures against North Korea and Iran and enhanced due diligence on Myanmar, warning it will consider countermeasures against Myanmar if no further progress is made by February 2027. FATF does not call for enhanced due diligence solely because a jurisdiction is on the gray list and instead calls for a risk-based approach.
