MOFCOM Clarifies Proposed Technology Export Controls and Interim Registration

MOFCOM published an October 16, 2026 Q&A explaining the proposed revision of China’s Catalogue of Technologies Prohibited or Restricted from Export and related interim registration measures. The proposal covers 40 technologies across artificial intelligence, biomedicine and photovoltaics, with 14 proposed prohibitions and 26 proposed restrictions. The Q&A states that covered technology exports already begun but not completed remain subject to interim registration.
