The EU Council adopted Decision (CFSP) 2026/2372 and Regulation (EU) 2026/2374 amending its DRC sanctions framework. The acts add deliberate and grave obstruction of MONUSCO’s mandate as a listing criterion and revise arms-related prohibitions and exceptions or authorization provisions. The regulation also updates reporting, information-sharing, anti-circumvention and penalty provisions, including safeguards for confidential legal communications. Both acts were adopted October 26 and published October 27, 2026; the Decision entered into force October 27 and the Regulation on October 28.
