OFAC Sanctions Rwanda’s Ministry of Defence and Zigama Bank for Supporting M23

OFAC imposed blocking sanctions against two entities in Rwanda—the Ministry of Defence of the Republic of Rwanda and Zigama Credit and Savings Society—under E.O. 13413, as amended. Treasury designated the ministry for supporting the Rwanda Defence Force and Zigama for supporting the force, M23 and the Congo River Alliance. Treasury said Zigama facilitated payments for military equipment and financial transactions benefiting the armed groups. Property and interests in property within U.S. jurisdiction are blocked, and U.S. persons generally may not transact with the targets without authorization or an exemption.
