European Commission Amends Two ISIL and Al-Qaida Listings

The European Commission amended identifying information for Mounir El Motassadeq and Tehrik-e Taliban Pakistan under Regulation (EC) No 881/2002. Implementing Regulation (EU) 2026/2384 updates El Motassadeq’s address and background information and identifies Noor Wali Mehsud as TTP’s leader. These are amendments to existing asset-freezing listings. The regulation was adopted October 21, published October 22 and took effect October 23, 2026.
