ECJU announced proposed amendments to military and dual-use control lists, including semiconductor manufacturing equipment, advanced computing technologies and specialized materials. Subject to approval, regulations are expected in November and commencement in early December 2026. The proposal would also change Haiti and Central African Republic country listings and revoke GEA001 in Great Britain, with transitional use for existing registrants until April 1, 2027; EU GEA001 would continue to apply in Northern Ireland. These changes have not yet been adopted.
