OFAC Extends Specified Lukoil International Authorizations Through November 21
OFAC issued General License 131K, replacing GL 131J and extending specified authorizations involving Lukoil International GmbH and its majority-owned entities through 12:01 a.m. EST on November 21, 2026. It authorizes negotiations and contingent sale contracts, alongside specified maintenance and wind-down activities. Completing a sale requires separate OFAC authorization, and transfers of funds to persons or accounts in Russia remain excluded. OFAC also amended FAQs 1224 and 1225.
