White House Implements Graham Act and Waives Specified Sanctions and Import Duties

President Trump issued an executive order on October 16 implementing the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, while waiving specified sanctions, restrictions and import duties under the Act. The waivers include the order’s 500 percent additional duty on Russian goods and 100 percent additional duties on goods from specified major buyers of Russian oil and gas and facilitators of Russian oil-sanctions evasion. The waivers remain in effect until the President or Secretary of State, in consultation with the Treasury Secretary and U.S. Trade Representative as appropriate, determines further action is warranted. The order delegates implementation authorities and expressly preserves pre-existing executive-order measures addressing Russia’s specified harmful foreign activities.
