China’s Ministry of Commerce (MOFCOM) and Ministry of Science and Technology issued Notice 48 of 2026 on October 16, consulting on additions to the Catalogue of Technologies Prohibited or Restricted from Export while immediately requiring pre-export registration for technologies listed in the notice’s attachment. The proposal covers 40 technologies: 23 in artificial intelligence, five in biomedicine and 12 in photovoltaics, with public-domain AI technologies excluded from the stated management scope. Registration applies from publication until the revised catalogue takes effect, including exports already started but not completed, and covers ownership transfers, overseas licensing and specified changes to foreign ownership or control. Comments are due November 15, 2026; the proposed catalogue additions should be distinguished from the registration requirement already in effect.
