EU Removes Mikail Gutseriev and Viktar Shautsou from Belarus Sanctions List

The EU Council adopted a regulation removing Mikail Gutseriev and Viktar Shautsou from its Belarus sanctions list. The regulation was adopted on October 13, published on October 14, and took effect on October 15, 2026. The removals concern the Belarus regime and do not remove any separate restrictions under other sanctions regimes.
