OFAC Amends ITSR to Implement E.O. 13902 Iran Sectoral Sanctions

OFAC amended the Iranian Transactions and Sanctions Regulations (31 CFR part 560), effective 30 September 2026, to implement E.O. 13902. New § 560.211(c)(1)(iii) blocks persons determined to operate in Iran's construction, mining, manufacturing or textiles sectors (or other designated sectors), persons who knowingly engaged in significant transactions for related goods or services, and persons providing them material support or owned or controlled by them. The rule adds exemptions for agricultural commodities, food, medicine and medical devices and for official United Nations business, and a definition of "Iran" for these provisions that includes the Government of Iran.
